As you should be aware, all existing RICS sites are being upgraded to the Shiron DVB-S2 ACM modem to take advantage of the latest DVB technology. New modems and amplifiers have been shipped to you. If you have not received your new modem please contact rics-support@ pactelint.com and provide your 4 digit Gilat ID. The Gilat modems will cease to operate after the 15th of February 2010 so please ensure you have installed your new modem and Amplifier by then to avoid disruptions to service. If you have difficulty connecting your new modem please contact our support staff on +61 2 95317555 or rics-support@ pactelint.com

The Secretariat of the Pacific Community (SPC) and Pactel International are pleased to announce the continuation of the Pacific Rural Internet Connectivity System (PacRICS) project in 2010 with a new and improved service.
SPC and Pactel signed a contract that will upgrade all existing PacRICS sites (pilot and public good) and extend the free Internet connection for 12 months at 40 public good sites.
SPC and Pactel are both committed to this important initiative and discontinuing the service was never considered. The growing interest throughout the Pacific (there are nearly 100 active sites) shows that the original thinking regarding the need for a rural and remote Internet service was justified. Current users include schools, medical centers, telecentres, emergency services and local governments.
The improved service will be more efficient (more throughput for the same bandwidth) and will also support transmission of voice over Internet protocol (VOIP) in a better way, but it will require new modems and transmitters. The equipment required for the upgrade will be sent ‘freight prepaid’ via DHL to the nearest international airport.

The International Telecommunication Union (ITU) and the Secretariat of the Pacific Community (SPC) are organizing “ITU/SPC Training of Trainers in RICS Operations” to be held in Novotel Nadi Namaka Hill, Fiji, 23rd – 24th November 2009.
The training aims to build human capacity related to community telecentres and ICT applications within Pacific Island Countries and create a network of experts and/or trainers in the region. Target audiences are potential trainers, RICS operators, and government officials in charge of RICS deployment.

Outer island goes online
For the first time in the history of the Marshall Islands, Likiep Atoll as of Wednesday this week has Internet and long distance telephone service.
Confirming this historic development for the northern atoll, Likiep Mayor James Capelle and T&C official Carthney Laukon sent emails to RMI and other officials Wednesday morning.
“Yokwe aolep ri-Majol belak in lal in, elaptata ri-Likiep!,” said Capelle. “I’m sending this message to inform you that Likiep project is accomplished. Currently, Likiep is using Internet and telephone. We did our testing and everything is working fine at the moment.”
The project, funded through the International Telecommunications Union (ITU) and the Australian government’s development assistance organization AusAID, has installed a small “calling center” in Likiep’s community building, which has several laptop computers for Internet access and phones for overseas calls. The Ministry of T&C is overseeing the project.
